Using Sensor Data to Drive Compliance in Bend, OR

As one of the nation’s fastest-growing cities, the City of Bend, Oregon has continuously proven to push boundaries in curb management through innovation. See how the City is partnering with Passport and Cleverciti to improve its enforcement strategy, one that is precise, better connected, and enhances both the parking and operator experiences.

Establishing a foundation for the future

In early 2020, the City of Bend adopted an “Innovation Strategic Plan” that included more than 70 specific projects aimed at improving service delivery and meeting the evolving needs and expectations of the community. That same year, under the leadership of Tobias Marx, the City partnered with Passport to centralize paid parking, digital permits, enforcement and payments into its parking compliance platform. 

The City of Bend’s long-term vision was to leverage the full suite of solutions under Passport’s compliance platform to optimize and innovate along with Passport’s partners, laying the groundwork to achieve holistic curb management.

“We invested in a system that we wanted and has done really well for us, and now that becomes the foundation for everything that we do in the future,” said Marx.

Joint value with Passport and Cleverciti

Cleverciti Sensors monitor the entire curb and use digital signage to guide drivers to available parking spaces, thereby reducing congestion and increasing parking revenues by optimally filling the available parking. Identified violations appear in real-time in the Passport enforcement handheld used by officers on the ground. With full knowledge of all violations, the officers are efficiently guided to the nearest or most important violation.


How it works: Parking space and occupancy data are collected through Cleverciti Sensor technology and fed into Passport’s platform. The sensors, fully compliant with privacy regulations, can cover up to 100 parking spaces and can easily be installed on existing infrastructure such as lampposts, buildings, or masts.

Since implementing the sensor technology, Marx has seen an average monthly increase of transient parking revenue of 10.59%, and has issued an average of 27.37% less citations per month, likely due to an increase in payment compliance. Additionally, parking guidance systems and improved signage have helped parkers identify available parking spaces faster and more efficiently.

The improvement in both parking revenue and payment compliance experienced in Bend are in line with other Cleverciti client experiences. For example, a large city recently realized a 15% increase in payment compliance and an 8% increase in total occupancy after deploying occupancy detection and digital parking guidance signage.

Cleverciti & Celle - city wide smart parking guidance

Stadtwerke Celle launched a new city-wide parking guidance system on August 10th, using Cleverciti’s modern high-resolution LED signs and Cleverciti’s curb and parking management system. In the first phase, seven full-matrix LED signs guide drivers through the city of Celle to available parking spaces in six parking garages and lots, which have a total capacity of 2,000 parking spaces and accommodated more than 600,000 parking events last year. The signs guide drivers to the current availability of free parking spaces. Furthermore, the digital signs are dynamic and can integrate with other live sources to inform residents and tourists about various activities in the city, such as city events, construction, and traffic obstructions.

Like many operators, Denison Parking was looking for a more efficient way to enforce and manage their portfolio of parking lots and garages through technology. Inspired by a rich history of forward-thinking solutions, and the specific goal of increasing compliance and enforcement revenues, Denison engaged Cleverciti to identify a parking intelligence solution to meet the unique needs of a parking lot in the heart of downtown Indianapolis. The extremely high turnover lot provides parking for city residents and visitors to numerous destinations including events, restaurants, office buildings, and more.

The location had become difficult to enforce given an extensive range of payment options available to users including parking permits, mobile payment apps, and multi-space meters. While this setup accomplished the purpose of enhancing convenience for customers, it presented challenges to enforcement staff, requiring them to manually check each payment. Further, many parkers had taken advantage of this situation, especially during very short parking periods, allowing them to arrive and depart quickly without paying. Denison knew they were not only missing out on enforcement revenues, but also accruing unnecessary labor costs through this process.

Cleverciti worked with Denison to identify the solution that would best meet their needs. The objectives for this project were to decrease labor through automation, generate data to evaluate parking utilization, improve compliance, and obtain real-time compliance levels and alerts to automate enforcement.

Cleverciti installed two overhead, optical occupancy detection sensors to cover 69 parking spaces across the project area. The solution included Cleverciti’s space detection and management service, as well as enhanced analytics software. The Cleverciti Space Management solution monitors real-time parking occupancy, enabling Denison to gather and analyze the most accurate parking data updated every few seconds, as well as view historical data to predict and evaluate parking demand and habits to support smart parking decisions.

Denison and Cleverciti also collaborated to develop the CleverCompliance solution to provide payment compliance by space. This feature takes the occupancy data obtained through Cleverciti’s solutions and compares it to payment data from the parking meters and mobile app, revealing concrete real-time compliance data. Further, the solution also sends compliance alerts directly to parking enforcement officers, allowing them to immediately identify vehicles parked illegally or that have overstayed, and ticket them rather than sift through extensive payment information to identify violators.

The results of this project have been groundbreaking and will serve as a platform for future rollouts. Denison has identified numerous improvements to the operation at the lot including:

·        50% increase in enforcement revenues

·        10% decrease in labor costs

Prior to this project, Denison was only able to view parking lot utilization based on payments. Today, they can evaluate utilization based on occupancy, significantly improving the efficiency of the lot. This project has successfully achieved all identified objectives including streamlining enforcement, capturing lost revenues, and obtaining highly accurate and real-time utilization data. Additionally, they recently installed a new Cleverciti Sign, a fully digital dynamic messaging sign to show parking occupancy to the driver before arriving. This has been beneficial advertising the available spaces, thereby increasing utilization of the hard to see spaces at the rear of the lot.

Cleverciti Smart Parking Deployment in Cologne Inspires Plans for Citywide Expansion

Cleverciti®, the leading provider of integrated parking intelligence solutions, recently completed a three-year data capture and analysis of its smart parking platform across the vibrant Nippes district in Cologne. The innovative project resulted in the significant reduction of parking search times, carbon emissions, and more, and has led to the city planning a city-wide expansion as part of its Climate Neutral 2035 framework. 

Cleverciti deployed its solutions including Cleverciti Sensors, Circ® 360 LED displays, mobile app, and CleverPortal across approximately 800 on-street parking spaces in the neighborhood. Cleverciti partnered with RheinEnergie AG, a regional energy supplier based in Cologne that supplies approximately 2.5 million people with electricity, gas, water, and heat. 

As part of the Smart City Cologne project, the City is implementing several initiatives aimed at reducing emissions across the region by 50% by 2030. Cologne was suffering from high CO2 emissions, with up to 52% of emissions caused by inner-city traffic, much of which is specifically caused by drivers searching for available parking. 

The district of Cologne-Nippes is one of the busiest and most densely populated in the city, which is why it was chosen as a first deployment area. By optimizing the use of parking spaces in the area and putting a traffic management system in place that would eliminate unnecessary search traffic, RheinEnergie wanted to not only significantly reduce traffic and CO2 emissions but also improve the quality of life in the neighborhood.

The project included the integration of 89 Cleverciti overhead Sensors, providing accurate real-time information on the number, location, and direction of free spaces based on AI and deep learning algorithms. The solution provides drivers with real-time parking availability information relayed to 27 Cleverciti Circ LED guidance displays located at various decision points, as well as to a convenient mobile parking app. The mobile app provides drivers with turn-by-turn navigation to the space closest to their destination and allows users to find the perfect space for them, such as a loading zones or an accessible space. Payment is a breeze from the mobile app, with one-click access to all the city’s mobile payment providers.

Cleverciti’s innovative CleverPortal parking intelligence platform allows RheinEnergie to view live occupancy status per parking space and deeply analyze occupancy trends over time. They can also manage the operational status of each device, including a real-time view of the content of each of the Circ guidance displays. This valuable data can inform future decision-making such as pricing rules or when and where to build (or remove) parking infrastructure.

With digital turn-by-turn guidance signage, drivers can now avoid searching for available parking for extended periods of time, improving their overall experience and reducing vehicle emissions. On-site test drives have already shown that the solutions have reduced parking search time by 45%. At the same time, the distance driven could be reduced by 41%. 

Prior to the installation of the Cleverciti solution, the occupancy rate was at 88% between 10 am and 6 pm on weekdays. After deployment of Cleverciti’s guidance, parking utilization increased by nearly 8 percentage points to 96%. In summary, two thirds of parking spaces that previously remained unoccupied can now be found by drivers, significantly streamlining the parking experience for all. Additional benefits include increased revenues, reduced vehicle emissions, time savings for all drivers, and increased parking compliance. 

Cologne has now recognized the value of a comprehensive digital parking guidance system. Cologne’s climate neutral plan 2035 states, “In order to avoid parking search traffic, the promotion of the digital parking guidance system Smart Parking is to be extended to the entire city area by 2030” (translation from German). As the data has shown, the deployment of smart parking city-wide will significantly reduce congestion and carbon emissions – while creating a more accessible and livable city.

Cleverciti and City of Paderborn Unite to Transform Parking Guidance in Germany

Cleverciti recently completed an innovative smart parking integration with the City of Paderborn, Germany. This week, Mayor Michael Dreier hosted a press conference commemorating the beginning of the most comprehensive and modern parking guidance system in Germany. Since 2021, the City and Cleverciti have gradually intensified their collaboration in smart parking over several phases.

The Paderborn community faced numerous parking-related issues including extensive time and emissions spent circling streets searching for available spaces. Further, the existing parking guidance system did not include on-street or parking lot spaces, significantly limiting parking availability information presented to drivers.

The City sought to streamline the parking experience, while gaining greater insight into their overall parking data. Cleverciti worked closely with ASP, a city owned company responsible for a range of municipal functions including parking management. Cleverciti implemented its integrated parking intelligence solutions to create a more convenient and comfortable parking process for residents and visitors.

The Paderborn smart parking project included the comprehensive integration of multiple Cleverciti solutions. The footprint included parking detection covering approximately 800 on-street parking spaces within the city core.

Cleverciti mounted approximately 80 single-space vehicle detection sensors. With a range of up to 220 degrees, each Cleverciti Sensor measures the exact GPS position of parked cars and size of open spaces. The sensors then deliver real-time parking availability information to 66 Cleverciti parking guidance signs. The Cleverciti Sign is a high-resolution, multi-purpose dynamic messaging sign. Installed at major decision points throughout the city, the signs provide turn-by-turn guidance through parking availability data communicated from the Cleverciti sensors.

Cleverciti also worked with ASP and the City to integrate its Cleverciti Cockpit. The Cleverciti Cockpit is a smart parking dashboard providing real-time parking data to simplify operations and reduce parking complexity. The dashboard in Paderborn also offers access to live status and control of sensor and sign devices as well as the possibility of blocking spaces, for instance in case of construction works.  Furthermore the Cockpit has the option to run sophisticated data analytics, allowing the City to understand unique patterns throughout the area and identify opportunities to further support the parking needs of their users. The Cleverciti Cockpit is a cost-effective solution to increase revenues, improve the overall driver experience, and streamline operations.

Cleverciti® Joins Forces with LA Express Park™ to Bring Clever Parking to Venice Beach

Cleverciti® has partnered with LA Express Park to bring smart parking and congestion relief to the iconic Abbot Kinney Boulevard in Venice Beach, CA. The initiative, currently in the pilot stages, will revolutionize the parking experience in the mile-long corridor known for its fashion, art, and food located just minutes from Venice Beach.

LA Express Park™ is the City of Los Angeles’ intelligent parking management program formerly led by renowned parking industry leader, the late Peer Ghent.  The Venice Beach project was inspired by Peer’s vision and leadership in the expansion of LA Express ParkTM.

Abbot Kinney merchants worked with LADOT’s LA Express Park™ team to identify options to alleviate several parking and traffic issues throughout the neighborhood. The corridor had become a destination for visitors and residents from throughout Venice Beach and the greater Los Angeles area. It offers an attractive combination of posh retail and dining destinations, with close proximity to the beach.

The influx of traffic to the area resulted in several parking challenges. The businesses and the community on Abbot Kinney regularly experience on-street parking issues such as infrequent parking turnover, vehicles overstaying beyond existing parking time limits, inefficient parking behavior, and the obstruction of building facades by parked lunch trucks. These challenges negatively impact local merchants who depend on vehicle turnover for the success of their businesses and create an unpleasant parking experience for drivers visiting the area.

With a goal to gain actionable insights into the parking behavior and utilization on Abbot Kinney, LADOT retained Cleverciti. As part of the initial pilot project, Cleverciti installed 23 IoT sensors to monitor parking in LADOT Lot 760 and on Abbot Kinney to deliver unparalleled real-time occupancy and utilization data. Each Cleverciti Sensor covers up to 100 parking spaces, and harnesses the power of edge computing, artificial intelligence, and deep learning to accurately identify parking space occupancy and parking behavior. Cleverciti also deployed its Cleverciti Circ 360 Ultra parking guidance signage. These digital displays are located at decision points throughout the area, providing drivers with real-time parking availability information and delivering turn-by-turn guidance to available spaces. The use of these signs will significantly reduce the time drivers spend searching for parking thereby reducing harmful gas emissions.

Data obtained by Cleverciti Sensors will help stakeholders better understand the parking challenges throughout the neighborhood and enable decision-makers to implement data-based and behavior-based policies to alleviate these issues. Cleverciti and Trojan Energy Team Up to Help London EV Drivers Find Available On-Street Charging

Cleverciti has partnered with Trojan Energy to provide electric vehicle drivers with real-time EV parking space availability. The initiative integrates Trojan’s electric vehicle charging stations with Cleverciti parking occupancy sensors to monitor on-street parking spaces throughout the London Boroughs of Barnet and Camden, and notify local EV users when a charging space is available near their residence. 

 Scottish-based Trojan Energy develops, manufactures, deploys, and operates “the next generation of electric vehicle charging points.” Trojan is committed to providing on-street vehicle charging to the millions of drivers throughout the UK who do not have private parking spaces at their residences. Each Trojan Energy charging hub adds up to 15 on-street EV charging spaces. This allows neighborhoods to equip entire blocks with EV charging stations, while not reducing the availability of parking spaces for existing gas-powered vehicles. 

 Trojan is also dedicated to reducing instances of “ICE-ing” in which electric vehicle drivers are “ICEd” out of potential charging spaces by internal combustion engine (ICE) vehicles. The goal is to “DE-ICE” street parking while creating a more convenient parking experience for local EV drivers.

 In London (and throughout the UK) it is becoming more difficult to zone off ever-increasing numbers of charging spaces exclusively for EV users. All on-street parking spaces, even if equipped with Trojan EV charging stations, are available to all drivers. This project integrated the Cleverciti Sensor with Trojan’s network to notify local EV users via mobile app immediately when a parking space becomes available on their street. The system removes the tension between EV drivers and ICE vehicle drivers, offering everyone the same access to on-street parking, yet giving EV drivers the advantage in the search for parking. 

 Trojan retained Cleverciti to incorporate its innovative sensor technology. The sensors monitor on-street parking spaces and deliver real-time parking availability to registered EV users. With a range of up to 220 degrees, each Cleverciti Sensor can cover up to 100 parking spaces (depending on its mounting height) and can measure the exact GPS position and size of open parking spaces. 

 Cleverciti worked with Trojan to install the sensors on existing street infrastructure. Parking availability information is updated in real-time, providing drivers with trustworthy insight into available spaces and notifying them as soon as a charging-capable parking space becomes free in their neighborhood.
